No — the 13 inch M2 still charges via USB-C. MagSafe 3 returned in 2021 only on 14 and 16 inch M-Pro/Max. Only from 14 inch M-series onwards is MagSafe 3 back.

On 14 and 16 inch M-Pro/Max (2021+) less often — you already have HDMI, SD and 3 times Thunderbolt. On older Intel models or 13 inch M2 a hub with HDMI/USB-A is usually needed.

14 and 13 inch sleeves are often interchangeable — the 14 inch M-series is only 0.4 cm bigger than the 13 inch Pro. 14 inch specific sleeves fit perfectly, 13 inch sleeves have a tiny gap.
